Canada Reportedly Seeks EU “Associate Membership” to Deepen Cooperation

According to Sina Finance, Canadian Prime Minister Mark Carney is pushing for an “associate membership” relationship with the European Union that would sit below full EU membership and single-market membership, with cooperation spanning trade, defense, energy, artificial intelligence, critical minerals, research, and people-to-people mobility. The idea is still being studied by technical working groups and has not become a formal institutional arrangement. Canadian and European officials are also discussing deeper access for Canadian companies to EU supply chains in energy, defense, AI, semiconductors, and battery critical minerals, along with possible cooperation on transatlantic subsea cables, data centers, satellite networks, LNG, and Arctic shipping routes. Defense cooperation has already advanced. Canada and the EU signed a security and defense partnership at the 20th Canada-EU summit in June 2025, and in 2026 the EU allowed Canadian companies and Canadian products to take part in defense procurement backed by the European Security Action financing tool, with the agreement taking effect on August 1. Trade integration would build on the Comprehensive Economic and Trade Agreement. According to European Commission data, goods trade between Canada and the EU has risen more than 75% and services trade 97% since the deal was provisionally applied in 2017. Canada is also seeking to expand digital trade talks launched in March and to widen regulatory coordination in key raw materials, energy, clean technology, digital transformation, and defense procurement. However, internal EU approval hurdles and Canada’s trade dependence on the United States remain major constraints.
