According to ChainCatcher, OpenAI released its National Community Compact and Compute Campus Policy Blueprint, referring to AI data centers as “Compute Campuses” and outlining commitments on community engagement, energy costs and transparency. The compact applies to future campuses owned and operated by OpenAI. It says public officials will not be required to sign nondisclosure agreements as a condition of discussions or negotiations, while allowing limited protections for security information, trade secrets and sensitive proprietary information. OpenAI also pledged to cover the full costs of electricity and supporting infrastructure, protect other users from higher rates, and disclose construction plans and impacts involving noise, water, electricity and sustainability. The blueprint urges federal, state and local governments to restrict mandatory NDAs for public officials, require disclosure of environmental impacts and employment data, and protect residents from subsidizing data center electricity costs.
