House Democrats are discussing expanding a crypto rights proposal into a broader market-structure bill for the next Congress. According to Odaily, a Fox Business crypto reporter posted on X that the plan could incorporate provisions from Rep. Maxine Waters’ proposed Crypto Investor and Consumer Rights Act, parts of her previously unsuccessful CLARITY Act, and provisions agreed to by Senate Democrats and Republicans before a procedural vote in September. Three industry representatives who spoke with Democratic staffers said the proposal under discussion could give the SEC a larger role in crypto market oversight while limiting the CFTC’s role. Democrats may also propose ethics provisions restricting U.S. President Donald Trump and other federal officials from participating in crypto businesses.
