FCA Issues Crypto Asset Regulatory Boundary Guidance Ahead of 2027 Framework

The U.K. Financial Conduct Authority (FCA) has issued guidance on the regulatory boundaries for crypto assets, helping firms understand the scope of the country's future crypto asset framework and which business activities will require FCA authorization. According to Foresight News, the guidance covers issuing compliant stablecoins, operating crypto asset trading platforms, buying and selling and arranging trades, safeguarding crypto assets, and arranging crypto asset staking. The framework is set to take effect on October 25, 2027, and the authorization application process will open on September 30, 2026. The FCA said it completed the related rulemaking in June 2026, while the U.K. government made targeted legal amendments to introduce limited exemptions for some technology service providers. The regulator said those changes will not affect authorization preparations for most crypto firms, and it plans to seek separate feedback in October on guidance updates tied to the legal changes.
