Iran's Foreign Ministry said repeated threats to attack bridges and power plants, along with attacks on some key infrastructure, clearly showed the criminal intent of the U.S. ruling establishment. According to Jin10, it added that the direct perpetrators and executors of these crimes should also understand they cannot escape legal responsibility or the moral and conscience burden of committing war crimes by claiming they were carrying out orders from superiors.
