The new regulation applies broadly to all foreigners entering the U.S. on temporary non-immigrant visas, including students, employees with H-1B or L visas, and visitors. The U.S. issues approximately 1 million green cards annually, with about half granted to foreign relatives sponsored by U.S. citizens. These applications are typically processed outside the United States.
