Vietnam is Samsung Electronics' largest smartphone production base, and a U.S. investigation could lead to additional tariffs on products made there. According to Sina Finance, the U.S. Trade Representative's Office (USTR) plans to complete its Section 301 investigation into Vietnam's intellectual-property protection and enforcement on the 29th. The USTR designated Vietnam a “priority foreign country” over intellectual-property protection in April and opened the investigation in late May, citing online piracy and counterfeit goods. Samsung produces about half of its global smartphone output at factories in Bac Ninh and Thai Nguyen provinces, and many phones and telecommunications devices supplied to the U.S. are made in Vietnam. If Vietnam-made smartphones are included in any new tariffs, Samsung may have to raise prices or absorb the added costs. Higher memory-chip prices have already increased phone manufacturing costs. Samsung would also face difficulty quickly relocating production, as Vietnam hosts display and electronic-component production as well as phone assembly. Some orders could shift to India or other locations, but rebuilding the manufacturing network would take substantial time and investment. Possible outcomes include tariffs or import restrictions if the U.S. finds deficiencies in Vietnam's intellectual-property protections, limited direct effects if measures target only specific products or exempt smartphones, or the investigation ending without new tariffs if Vietnam strengthens its protections. U.S. law allows the investigation period to extend from six months to nine months in complex cases or while Vietnam pursues institutional reforms. A decision to impose tariffs on the 29th could bring additional costs from the end of the year; implementation generally follows within 30 days, but may be delayed depending on negotiations. U.S. President Donald Trump warned on the 5th that foreign companies without U.S. factories could face tariffs of up to 300%. That proposal is separate from the potential tariffs in the Vietnam intellectual-property case. Analysts say Samsung would find it difficult to move production quickly.
