Crypto News Today: Britain's Digital Gilt Pilot Can Unlock Tens of Billions in Trapped Liquidity — But Only If Regulators Approve a GBP Stablecoin First
The success of Britain's planned tokenized sovereign debt market relies entirely on resolving onchain cash settlement — an issue that has stalled institutional adoption of digital bonds for nearly seven years, industry experts told CoinDesk. While the UK government is targeting early 2027 to test its first blockchain-based bond issuance via HSBC and the London Stock Exchange Group, experts said infrastructure pilots alone will not create a functioning capital market without a standardized onchain payment method. The largest GBP-pegged stablecoin currently has a market cap of just $34.2 million in a global stablecoin market valued at $300 billion — and the UK crypto regulatory framework is not scheduled to take effect until October 2027. The UK gilt market sees aggregate daily trading volumes exceeding £45 billion. Global tokenized real-world assets could reach $88 trillion by 2035, according to the UK's Wholesale Digital Markets Champion report. The Seven-Year Stalemate — Tokenized Bonds Without Onchain CashThe specific problem blocking UK digital bond adoption is not bond tokenization itself — that has been technically demonstrable since 2019. "Santander issued a tokenized corporate GBP-denominated bond way back in 2019, so we have been demonstrating that bonds can be tokenized for nearly seven years," said Jannah Patchay, founder of Markets Evolution. "The challenge then, as now, was how to settle that bond onchain using a counterparty risk-free settlement asset, and we do not yet have a compelling solution."The settlement asset problem is fundamental rather than technical. A tokenized bond can be issued on a blockchain, transferred between wallets, and recorded immutably — but when a buyer purchases that bond, they need to pay for it with something. In traditional markets, that something is central bank money settled through systems like the UK's RTGS — the Real-Time Gross Settlement system operated by the Bank of England. On a blockchain, the equivalent would be a digital pound or a regulated GBP stablecoin that settles with the same finality and counterparty risk-free characteristics as central bank money. Without that settlement asset, buyers and sellers of tokenized UK gilts must either use traditional payment rails — which defeats the purpose of onchain settlement — or use unregulated or under-regulated stablecoins that introduce counterparty risk into what should be a risk-free settlement process. The GBP Stablecoin Gap — $34.2 Million in a $300 Billion MarketThe scale of the GBP stablecoin gap is illustrated by a single data point: TGBP, the largest pound-pegged stablecoin listed on CoinGecko, has a market capitalization of $34.2 million. The global stablecoin market is valued at $300 billion — meaning pound-denominated stablecoins represent approximately 0.011% of the total stablecoin market. The dollar-pegged USDT and USDC collectively account for the overwhelming majority of that $300 billion — a structural reflection of the dollar's dominance in global trade and finance that the UK's digital bond initiative would need to partially displace with a viable GBP alternative.Patchay's prescription is direct: "This includes encouraging the use of compliant GBP stablecoins, which have significant potential to catalyze adoption across the market by providing that onchain settlement mechanism." The word compliant is the operative constraint — a GBP stablecoin that can settle sovereign debt transactions needs to meet the regulatory standards that the UK crypto framework is not scheduled to introduce until October 2027, creating a timeline conflict with the 2027 digital bond pilot target. Why Onchain Settlement Changes Everything — Intraday Repo and CollateralVarun Paul, global business lead for central banks and financial market infrastructure at Fireblocks, explained why moving sovereign debt onchain is more than a back-office adjustment. Natively digital bonds allow market participants to settle trades instantly and move collateral between venues without the delays of traditional market infrastructure. This programmability alters the dynamics of intraday repo markets in ways that market participants believe could free up tens of billions of dollars in idle liquidity — liquidity that is currently trapped between settlement cycles because traditional infrastructure cannot move collateral at the speed that intraday demand requires. The UK gilt market's £45 billion in daily aggregate trading volume provides the scale context for what is at stake. A meaningful improvement in collateral mobility across even a fraction of that daily volume — by enabling instant onchain settlement and programmable collateral management — would represent a significant release of trapped liquidity into the financial system. Barclays, in a separate analysis, argued that the value of digital government bonds lies not in their issuance but in their ability to support repo and collateral management across secondary markets — precisely the liquidity mobilization function that onchain settlement would enable.Political Uncertainty — New Prime Minister, Same Institutional MomentumThe digital bond initiative was announced by then-Chancellor of the Exchequer Rachel Reeves immediately before Prime Minister Keir Starmer resigned, clearing the way for Andy Burnham to take office on July 20 and replace Reeves with John Healey. The leadership turnover — arriving as the UK carries nearly £3 trillion ($4 trillion) in outstanding debt — raises questions about whether the incoming administration will alter the course of wholesale market modernization.Paul expressed confidence that institutional momentum would sustain the initiative regardless of political transition. "I expect that there is sufficient momentum behind this," he said. "And I believe that since this is now in the remit of HM Treasury, Bank of England and the Financial Conduct Authority, it doesn't require much political intervention to proceed." Paul added a specific fiscal argument for the new government's incentive to proceed: "If anything, I think this might support increased demand for UK debt at a convenient time for the UK government" — a reference to the possibility that tokenized gilts accessible to a broader global investor base could reduce the UK's borrowing costs at a moment when £3 trillion in outstanding debt makes those costs fiscally significant.Legal and Regulatory Gaps — Settlement Finality on Distributed LedgersBeyond the stablecoin gap, operational and legal obstacles remain. Existing UK settlement finality laws do not account for distributed ledgers, creating a regulatory gap where transactions could be legally reversed if a participant becomes insolvent — the opposite of the finality guarantee that makes traditional central bank settlement safe. A tokenized bond transaction that can be legally unwound in insolvency proceedings provides none of the settlement certainty that institutional participants require for sovereign debt markets. The Wholesale Digital Markets Champion taskforce has deployed nine industry action groups with the goal of completing a live, end-to-end tokenized repo transaction by spring 2027 — a target designed to close those legal and operational gaps ahead of the gilt pilot. The Woolard report, led by former FCA board member Christopher Woolard, projects global tokenized real-world assets reaching $88 trillion by 2035 and warns that slow execution risks pushing liquidity overseas — with the domestic market scaling potentially adding up to £33 billion to UK annual economic output. The Global RWA Context — $88 Trillion by 2035, UK at Risk of Falling BehindThe UK digital bond initiative sits within a global tokenized real-world asset buildout that is accelerating regardless of whether Britain resolves its onchain settlement gap. ONDO's 26% weekly gain and continued speculative interest in RWA tokens despite the subdued macro environment reflects the market's anticipation of that $88 trillion growth trajectory. If the UK does not resolve the GBP stablecoin and settlement finality gaps before the 2027 pilot, the risk is not that tokenized sovereign debt fails globally — it is that the UK gilt market loses its position as the infrastructure foundation for a tokenized RWA ecosystem that other jurisdictions, with more developed stablecoin frameworks and settlement finality laws, capture instead.
