Russian President Vladimir Putin confirmed on November 6 that trilateral talks on Ukraine involving Russia, the United States and Ukraine will be held in Abu Dhabi, the UAE capital, on November 10. According to Sina Finance, Putin said members of the Russian delegation attended a meeting of Russia’s Security Council that day. Participants included presidential aides Medinsky and Ushakov, Kostyukov, head of the Main Intelligence Directorate of the General Staff of the Russian Armed Forces, and Deputy Foreign Ministers Galuzin and Ryabkov. The meeting discussed arrangements for the upcoming trilateral talks, and Putin thanked the UAE leadership for its efforts to help resolve the Ukraine crisis.

Ukraine's Foreign Minister Andrii Sybiha said on November 6 that Kyiv's priorities for the upcoming trilateral talks in Abu Dhabi are security guarantees, de-escalation in the Black Sea, an energy ceasefire, the return of Ukrainian children and prisoner exchanges. According to Sina Finance, citing China Media Group, Sybiha said Ukraine hopes Russia will show equal commitment to the peace process and called for Europe's full participation. He said arrangements concerning Ukraine must not bypass Kyiv, decisions on European security should not be made without Europe, and Europe should take part in all coordination before and after the Abu Dhabi talks. Sybiha said Russia continues to intensify strikes on Ukrainian energy facilities and pressure on the front, causing many Ukrainian civilian casualties. He said Ukraine would continue long-range strikes on Russian territory. Budanov, head of Ukraine's presidential office, said he did not expect a breakthrough from the Abu Dhabi talks, but viewed the two sides' agreement to resume face-to-face talks after several months as progress. He said the talks were neither final nor decisive and would address preparations for ending the current war; he declined to assess their possible outcome. U.S. presidential envoy Steve Witkoff said on social media on the 2nd that the United States would mediate working-level talks between Ukraine and Russia in Abu Dhabi on the 10th and 11th. The agenda would include postwar security arrangements, de-escalation, humanitarian action and further steps toward peace. The talks would mark the resumption of trilateral discussions on the conflict among Russia, the United States and Ukraine after nine months.

Ukrainian President Volodymyr Zelenskyy said on social media on the evening of the 6th that Ukraine would continue striking Russian oil refineries in response to Russian attacks on Ukrainian energy infrastructure. According to Sina Finance, Zelenskyy said he had received reports that day from Ukraine’s defense and security forces about long-range strikes, and that Russian drones and missiles continued to target Ukrainian power plants, the electricity grid, heating systems, water facilities, and civilian logistics. Zelenskyy said Russia had rejected de-escalation measures proposed by Ukraine’s partners and planned further attacks, adding that Ukraine had determined its response. He said Ukrainian long- and medium-range strikes, along with full pressure from its partners, would create momentum for “genuine negotiations.” Russian presidential press secretary Peskov told media on the 3rd that Ukrainian forces continued to attack Russian energy infrastructure, while Russia continued “systematic strikes” on Ukrainian infrastructure to weaken Ukraine’s ability to attack Russia. Peskov also confirmed that trilateral talks involving Russia, the United States, and Ukraine on the Ukraine issue would be held in Abu Dhabi on the 10th and 11th.

Ukraine President's Office Chief Budanov will attend trilateral talks with the United States and Russia in Abu Dhabi on November 10-11, but will not lead Ukraine's delegation. According to Sina Finance, citing China Media Group, presidential press adviser Litvin said on November 6 that Budanov had only confirmed he would travel to Abu Dhabi with the Ukrainian delegation, not that he would lead it; Ukraine's negotiating team was preparing for the talks, and the parties had held several rounds of discussions on arrangements that day.
