An Iranian senior official noted that both parties have narrowed their differences on issues such as the management of the Strait of Hormuz. Iran is seeking the inclusion of a provision in the memorandum that would allow the U.S. to unfreeze some funds in exchange for permitting more ships to pass through the strait.
A source briefed on Tehran's proposal indicated that under Iran's suggestion, if a lasting agreement is reached, ships could pass freely on the Oman side of the strait without the threat of attack. However, deeper disagreements persist, including the handling of high-enriched uranium stockpiles and the timeline for ceasing nuclear activities. Iranian sources mentioned that if a memorandum to halt conflict is achieved, both sides would have 60 days to negotiate a final agreement, which would require the involvement of experts and the International Atomic Energy Agency (IAEA).
