Not anyone can join a DAO as they fancy. There are certain barriers to entry depending on the DAO model. There are ones which are token-based and others that are share-based. 

There are differences in the amount of say that are conferred to the members. Some DAOs grant an equal amount of say to all their members regardless of contributions. On the other hand, there are DAOs which confer rights directly proportional to the amount of contribution made.
