EU Moves to Sever Russia From Crypto in Sweeping Total Transaction Ban

The European Union is preparing to wage war against Russia by implementing a complete ban on all cryptocurrency transactions between EU residents and Russian entities — in a bold attempt to choke off what Brussels sees as a critical sanctions-evasion pipeline funding Moscow’s war effort.

If adopted, the new sanctions package would effectively cut Russia off from Europe’s crypto ecosystem, marking a dramatic escalation in the financial battle between Brussels and the Kremlin.

According to reporting by the Financial Times, the EU’s proposal goes beyond sanctioning individual platforms. It seeks to block every crypto transaction involving Russian entities, closing loopholes that have allowed sanctioned actors to reroute funds through digital assets.

The EU's main target would be what FT calls the "heirs" of Garantex, a Russian exchange previously sanctioned by Western authorities. Blockchain analytics firm TRM Labs found that Garantex — along with Iran-based Nobitex — accounted for more than 85% of crypto flows to sanctioned entities in 2024.

US regulators previously linked the majority of Garantex’s inflows to criminally connected exchanges, reinforcing concerns that crypto has become a parallel financial artery for sanctioned regimes. Now, Brussels is attempting to shut that artery entirely.

Expanding the Net: Kyrgyzstan in the Crosshairs

The EU’s strategy doesn’t stop at crypto platforms. Officials are also scrutinizing Kyrgyzstan, which they suspect has become a commercial relay point for Russia.

Since the war began, EU exports to Kyrgyzstan have surged by 800%, while Kyrgyz exports to Russia have jumped 1,200%, according to draft documents cited in the report. Brussels is preparing parallel restrictions on dual-use goods in an effort to close indirect trade and financial channels.

The urgency behind the new sanctions stems from repeated enforcement setbacks.

Stablecoin A7A5, for example, reportedly enabled more than $100 billion in transfers through Russian-linked wallets before it too was sanctioned by US and EU authorities, according to blockchain analytics firm Elliptic.

Each time regulators shut down one platform, a successor emerges — more opaque, more agile, and harder to track. By imposing a blanket ban on crypto transactions involving Russia, the EU is signaling that piecemeal enforcement is no longer enough.

Despite its sweeping ambition, the proposal faces a critical obstacle: unanimous approval from all 27 EU member states. According to the Financial Times, at least three countries are already resisting elements of the package.

Without full agreement, the entire mechanism could stall — potentially leaving enforcement gaps intact.

A Digital Iron Curtain?

The proposed ban represents more than another sanctions measure. It signals the EU’s attempt to draw a digital financial line between Europe and Russia — one that extends beyond traditional banking into blockchain networks.

Whether Brussels can successfully enforce a crypto blackout against a decentralized financial system remains uncertain. But the message is clear: the EU is no longer targeting isolated exchanges — it is moving to cut Russia off from European crypto altogether.
