Japan Plans Blockchain System For Real-Time Stock And Bond Settlement

Japan is preparing to explore a blockchain-based system that could allow stocks and Japanese government bonds to be settled in real time, reducing the delay between a trade and the final transfer of cash and securities.

The Financial Services Agency, Ministry of Finance, Bank of Japan and financial institutions plan to launch a study group this summer to examine how such an infrastructure could work, according to a Nikkei report on 25 August 2026.

The group will study how cash and securities could be exchanged simultaneously through blockchain once a stock or bond trade has been completed.

Current Settlement Delays Leave Capital Tied Up

Japan’s existing settlement process takes longer than a real-time system would allow.

Stock trades currently settle two business days after execution, while Japanese government bond transactions settle on the following business day.

Moving towards real-time settlement could allow investors to access proceeds from asset sales almost immediately instead of waiting for the existing settlement cycle to finish.

It could also reduce counterparty and liquidity risks by limiting the period between when a trade is agreed and when the assets and payment are finally exchanged.

A Development Plan Could Arrive In 2027

The study group is expected to examine the technical, legal and operational requirements for the proposed infrastructure.

A detailed development plan could be prepared as early as the beginning of 2027, covering the blockchain design, responsibilities among participating organisations and the steps needed to put the system into operation.

If the project moves ahead, operations could begin within the following few years, while a broader settlement system could become operational in the early 2030s.

The phased approach would give regulators and financial institutions time to test the technology and address issues such as cybersecurity, scalability, interoperability with existing systems and legal requirements.

Bank Of Japan And Financial Institutions Join The Effort

The involvement of the Bank of Japan places the project directly alongside the country’s existing payment and settlement infrastructure.

Private financial institutions will also take part in the study, allowing the group to assess how a blockchain-based system could work within Japan’s established financial markets rather than as a standalone technology project.

The Ministry of Finance and Financial Services Agency will contribute to discussions covering the regulatory and policy aspects of the proposed system.

Could The Infrastructure Eventually Support Cross-Border Payments?

The potential scope may extend beyond Japan’s domestic securities market.

The Nikkei report said the instant payment infrastructure could eventually be used for international remittances, raising the possibility that the technology could support cross-border transactions alongside securities settlement.

For now, however, the immediate focus is on examining whether blockchain can provide a practical way to settle stocks and bonds in real time.

Japan’s plan remains at the study stage, with the next major milestone expected to be a development plan in 2027.
