The Korea Blockchain Industry Promotion Association (KBIPA) submitted comments on proposed amendments to South Korea’s tokenized securities regulations, recommending that the central bank be allowed to participate in node operations. According to Odaily, the association sent its submission to the Financial Services Commission with nine major proposed changes, 10 technical corrections and six additional recommendations for future legislation.
KBIPA proposed expanding the range of participants in distributed ledgers and allowing qualified third-party technology firms to operate validation, consensus and query nodes, while keeping securities-recording authority and ledger-management responsibilities with existing participants. It also recommended allowing the Bank of Korea and other settlement-asset issuers and clearing institutions to operate nodes when necessary, leaving room for future delivery-versus-payment settlement of securities and funds.
The association also called for clear procedures to change distributed-ledger operating standards. If a ledger no longer meets regulatory requirements, tokenized securities should be allowed to migrate to another compliant ledger rather than be converted directly into ordinary electronic securities.
