The CLARITY Act will expire at the end of the 119th Congress on January 3, 2027, unless it wins bipartisan support sufficient to meet the Senate’s 60-vote threshold. According to Odaily, the bill would need to be reintroduced and a new agreement negotiated in the next Congress to advance; the Digital Chamber expects the Democratic-controlled House Financial Services Committee to prioritize stablecoin reserve requirements, expanded consumer disclosures and stronger anti-money laundering controls. The next Congress is also expected to strengthen protections related to AI data privacy and national security risks and to advance formal risk-management frameworks and transparency requirements for high-risk AI applications.
