Anthropic recently updated its Claude usage policy, with the new rules taking effect on November 12, 2026. According to ChainCatcher, the policy adds restrictions under its ban on platform abuse, prohibiting unauthorized resale, brokerage, or other forms of providing third parties with access to Claude.
The rules specifically prohibit repackaging usage limits from consumer subscriptions such as Claude Pro and Max as paid third-party API services, and disguising the product or client actually being used—for example, making requests from a third-party tool appear to come from an official client to bypass access restrictions. The policy more explicitly restricts businesses that provide API relay services using consumer subscription quotas.
