China Issues Plan to Expand Agricultural Insurance, Including Livestock Coverage

China's Ministry of Finance, the Ministry of Agriculture and Rural Affairs, the National Financial Regulatory Administration and China's National Forestry and Grassland Administration have issued an implementation plan to accelerate high-quality agricultural insurance development, according to Jiemian News. The plan calls for more standardized livestock insurance, improved insurance models for breeding farms and households, and the use of electronic ear tags and biometric technologies to strengthen monitoring of livestock numbers. It also says insurance coverage levels for breeding sows, fattening pigs and dairy cows should be adjusted dynamically, with differentiated risk protection schemes encouraged for different farming methods. The plan also supports insurance for specific Tibetan Plateau breeds such as yaks and Tibetan sheep. Jiemian News reported that the move comes as hog prices remain weak and industry losses deepen, accelerating capacity cuts. GF Securities said supply pressure in the hog sector remains high, but policy-led adjustments and worsening breeding margins are speeding up industry consolidation, with signs that sector sentiment is bottoming out.
