U.S. Senate Republicans have released a revised version of the CLARITY Act and described it as their "last, best, and final offer" to Democrats before Tuesday's cloture vote debate ends. According to Odaily, the new text includes changes to ethics rules, BRCA, stablecoin yield provisions, and Agriculture Committee-related sections.
The revised text says U.S. President Donald Trump has agreed to about 80% of the Tillis-Gallego ethics proposal, including selling "significant" crypto-related financial interests or placing them in a blind trust. It also adds a "circuit breaker" to the stablecoin yield section, allowing federal regulators to intervene if community bank deposits flow heavily into stablecoins, with the determination to be made by U.S. Treasury Secretary Scott Bessent. The text also narrows BRCA protections and tightens restrictions on vertical integration, including related-party transactions and conflicts of interest involving digital commodity exchanges, brokers, and dealers.
