China's National Copyright Administration has issued the Copyright Work 15th Five-Year Plan, setting targets for 2030 across registration, financing and industry value-added metrics, according to Jiemian News. The plan says nationwide work registrations reached 7.49 million in 2025 and are targeted to rise to 9.5 million by 2030, while computer software copyright registrations are set to increase from 3.18 million to 4 million. It also sets a target for copyright pledge financing registration value to rise from 8.4 billion yuan in 2025 to 12 billion yuan in 2030. The plan puts copyright industry value added at 7.46% of GDP in 2025, with a target of 7.53% in 2030, and core copyright industry value added at 4.72% of GDP in 2025, with a target of 4.79% in 2030.
