Russia’s Digital Currency Law Is Only Partially Implemented as Key Rules Remain Pending

Russia’s Digital Currency and Digital Rights Law, which took effect on September 1, has been only partially implemented, mainly for foreign trade cross-border transfers. According to Odaily, domestic crypto trading in Russia still cannot operate fully because many key rules have not yet been issued. The Russian central bank said all necessary documents are expected to be ready in early December. Market participants said the infrastructure is largely prepared and only needs to be adjusted to meet the new requirements. Sberbank plans to complete its digital custody institution by December 1, while Finam expects to begin offering services in early 2027. Russian central bank Governor Elvira Nabiullina said transfers of crypto assets abroad are not restricted, but investors should note that overseas operations are not protected under Russian law.
