Shanghai's housing and urban-rural development authority has issued its 15th Five-Year Plan, calling for stronger natural gas supply security, a more integrated production, storage and sales system, and a hub-based gas network, according to ETNet.
The plan also seeks to standardize liquefied petroleum gas station layouts, improve a state-owned enterprise-led backup supply mechanism, advance regional gas market consolidation, and refine gas price adjustment rules. It calls for gas-electric coupling development, replacement of 5 million cut-off smart gas meters by 2030, completion of centralized renovation of aging gas pipelines by 2027, and a leak self-inspection and handling rate of more than 95% for underground gas pipelines by 2030.
