GMX DAO is voting on a proposal to transfer about $7 million in treasury assets to a GMX POL multisig as an emergency market-making reserve. According to Foresight News, the proposal, titled “GMX Market-Making Fund Phase Two: Emergency Reserve,” is live on Tally and seeks the second allocation for a $10 million GMX token market-making fund. GMX has encouraged token holders to vote or delegate their voting power to active representatives. The proposal would transfer WETH, WBTC, Wrapped SOL, LINK, USDC, GMX, ARB, AAVE, UNI, and PEPE from the DAO treasury in their original forms to a 4-of-7 GMX POL multisig on Arbitrum One. The assets’ market value will fluctuate, so the reserve is not a fixed $7 million. Voting began November 6 at 15:14 and ends November 11 at 15:14. The transfer would not increase the fund’s $10 million total or authorize immediate use of the assets. The reserve would be used only if a severe market downturn affects GMX liquidity, allowing a response without another DAO vote. The first phase provided 3 million USDC. GM Labs said its assessment found that deployed funds are improving GMX liquidity and market activity. GMX published an earlier governance proposal on September 16 to allocate $10 million from its treasury to establish the market-making fund.

Hong Kong plans to expand tax concessions for funds, single-family offices and carried interest, with digital assets and precious metals among the proposed eligible investments. According to Odaily, Under Secretary for Financial Services and the Treasury Christopher Hui said at a Legislative Council Panel on Financial Affairs meeting that the exemption regime could also cover sizable single-investor funds and additional investments, including loans and private credit. If the relevant amendment bill passes, the measures could take effect from the 2025/26 tax year. Hong Kong’s central gold clearing and settlement system is scheduled to begin operations in the first quarter of next year, providing clearing services for over-the-counter gold trades that meet international standards, according to a Hong Kong government news release.

GMX’s second-phase market-making fund proposal is live on the Tally governance platform and proposes creating a contingency reserve to fund future market-making activities. According to Odaily, GMX token holders and governance delegates can vote on the proposal, and token holders can delegate their voting power to active delegates.

Man Group Plc shares fell after a judge ruled the firm could have to pay around $155 million for its role in corruption that siphoned $1 billion from a Kuwaiti state-run pension fund over decades, Bloomberg reported.

According to Jin10, Commerzbank analyst Michael Pfister said uncertainty over whether the Bank of England will raise rates further could limit sterling's gains in the short term. The BoE raised rates by 25 basis points on Thursday, while one policymaker favored a 50-basis-point increase. Pfister said Governor Andrew Bailey signaled that further rate hikes were possible but gave no specific timetable. He expects the BoE may raise rates again in February next year. Pfister added that if the situation in the Middle East has stabilized and energy exports have returned to normal by then, the case for another increase would be less compelling.
