Luigi Soreca, head of the EU Delegation to Bosnia and Herzegovina, said on the 4th that the country had made no substantive progress toward European integration over the past year. According to Sina Finance, he said the EU could further reduce its financial support if Bosnia and Herzegovina failed to meet the conditions for implementing the Western Balkans Growth Plan by year-end. After submitting the European Commission’s 2026 report on Bosnia and Herzegovina to Council of Ministers Chair Krišto, Soreca told media that European integration remained the country’s strategic goal, but that it was increasingly moving away from that path. He said Bosnia and Herzegovina was missing opportunities and lagging behind neighboring countries, with clear shortcomings in judicial reform and anti-corruption efforts. Regarding the general election scheduled for October 4, Soreca said political divisions had deepened, anti-EU rhetoric had increased, and political statements had failed to advance reforms. The Council of Ministers said Bosnia and Herzegovina was willing to continue joint efforts, assume its responsibilities, and work through dialogue with the European Commission to establish a roadmap for its future EU accession. Bosnia and Herzegovina applied to join the EU in February 2016 and received EU candidate status in December 2022. On March 21, 2024, the European Council decided to open accession negotiations with the country, but there has been no substantive progress.

The Images 2.6 update also promises faster image generation and is being rolled out to ChatGPT and Codex users on web, desktop, and mobile. Developers will get two API models, GPT-Image-2.6 Flare for faster generation and GPT-Image-2.6 Sunburst for higher-quality results. OpenAI has not published a standalone announcement detailing the model’s capabilities or said when GIF generation will reach all ChatGPT accounts; most users cannot access it yet. The update follows the September release of ChatGPT Images 2.5, which brought sharper detail, more precise editing, and generation speeds up to 50% faster than its predecessor. OpenAI shut down its standalone AI video-generation app Sora in March.

The European Commission released accession road maps for Ukraine and three other candidate countries on November 4, urging Kyiv to accelerate reforms to complete accession negotiations by the end of 2028. According to Sina Finance, citing Xinhua, the Commission’s annual enlargement package sets milestones for the coming year for Montenegro, Albania, Moldova and Ukraine, while emphasizing that progress depends on reform results. The Commission called on Ukraine to prioritize the rule of law and public administration reforms, and said the country’s anti-corruption institutions remain broadly independent and effective. The end-2028 target is for Ukraine to complete negotiations, not to join the European Union by then. Montenegro is closest to completing negotiations, having closed 21 chapters. If member states agree, it could close the remaining chapters by the end of this year; work on its accession treaty has also begun. Albania aims to complete negotiations in 2027, while Moldova’s target is early 2028. The Commission said both targets depend on continued reforms. The Council of the European Union will next review the Commission’s recommendations and decide on further action.
