U.S. bondholders have just had their best month in more than a year and now face risks from the midterm elections, the Treasury’s latest borrowing plan and a series of Federal Reserve speeches. According to Sina Finance, investors will watch Tuesday’s vote to see whether Democrats can take control of Congress from Republicans; the following day, the Treasury will release its quarterly refunding statement. Since the mid-1990s, a divided Congress or government has often benefited Treasuries, but some doubt the pattern will hold given the scale of the federal deficit. Many primary dealers expect changes to the Treasury’s guidance that could pave the way for reduced long-term Treasury issuance in 2027, alongside increased supplies of Treasury bills and short-dated notes. Speeches by several Fed officials and a series of major employment data releases could also shift expectations for the path of monetary policy.

Investors see a Republican-controlled Congress as Bitcoin’s best chance to finish 2026 above $100,000, a Bloomberg survey found. Twenty-nine percent of 301 traders, portfolio managers and other investors expect that outcome under Republican control, versus 8% under Democrats, according to BeInCrypto. Sixteen percent expect BTC to fall below $60,000 under Democratic control, compared with 5% under Republicans. Americans vote Tuesday, November 3, and Congress sets crypto rules. The Senate’s September 15 vote to advance the CLARITY Act failed 49-50, short of the 60 votes needed.

Australia’s central bank is poised to raise interest rates for the fifth time this year on Tuesday, intensifying efforts to control inflation, which is among the strongest in the developed world, according to Bloomberg.

Wall Street is preparing for the biggest overhaul of guidance for US Treasury issuance since early 2024, according to Bloomberg. Treasury Secretary Scott Bessent surprised bond dealers in recent months with his willingness to intervene in the market to drive down yields.

Binance founder Changpeng Zhao (CZ) thanked the US Secret Service and other federal agencies for acting within minutes to help track and freeze stolen funds after Thursday’s incident, saying their speed helped contain the damage. The Secret Service said its investigators worked with industry partners to freeze a significant portion of the cryptocurrency, and that the work continues with the FBI, IRS Criminal Investigation and the Justice Department. Binance has frozen about $3 billion so far and has already replenished 90% of the affected assets so users are not affected. “You acted within minutes to help track and freeze stolen funds, and the work continues,” CZ wrote on X. Rapid Response Helped Contain the Impact CZ said the agencies’ speed, expertise and dedication helped reduce the risk of ripple effects across crypto, “and, may I say, even the broader financial markets.” He also thanked the industry partners involved in tracing and freezing the funds. Federal Agencies Working Together The Secret Service said it is investigating the theft of more than $6 billion in cryptocurrency from Binance. The investigation involves the FBI, IRS Criminal Investigation, the US Attorney’s Offices for the District of Columbia and the Central District of California, the Justice Department’s Computer Crime and Intellectual Property Section, and the Justice Department’s National Security Division.   Users Protected as Recovery Continues Binance is working with law enforcement, blockchain intelligence firms, token issuers and other exchanges to trace and recover the remaining funds. The exchange has committed to covering all losses itself and has already replenished 90% of the affected assets, with ten major tokens, including BTC, ETH and USDT, fully backed. Withdrawals reopened in phases on Sunday, November 1.

According to Jin10, as New Zealand’s election contest intensifies, forming a coalition government could take longer and the next government’s policy agenda remains uncertain, putting the country’s stock and currency markets to the test. The S&P/NZX 50 Total Return Index’s rally slowed after it hit a record high in August. Investors have turned cautious ahead of the November 7 election amid close recent polls, and the New Zealand dollar has fallen about 6% against the U.S. dollar since late August. After the election, investors will focus on how long it takes to form a new government and which economic, tax and regulatory policies it adopts. Polls show support for the National Party and Labour Party trading the lead, with both below 30% and separated by a narrow margin. Smaller parties could therefore play a key role in coalition talks, leaving previous stock market gains exposed to prolonged policy uncertainty. Greg Smith, an investment specialist at Auckland-based Generate Investment Management, said: “The key question is what the negotiations ultimately produce. Markets can usually digest policies that are clear, but they find prolonged uncertainty harder to handle.”
