Russia's Central Bank Governor Elvira Nabiullina has outlined the primary function of the digital ruble as automating the monitoring of national contract expenditures, replacing current manual review processes. According to ChainCatcher, Nabiullina emphasized that the digital ruble offers the same level of transparency as the existing cashless ruble, dismissing concerns about monitoring individual payments as a misunderstanding. She assured that the central bank will not mandate citizens to open digital ruble accounts or enforce its usage. Starting in September, the public will have the opportunity to voluntarily experience the digital ruble, with the central bank promoting its advantages to encourage adoption. Previously, the Russian Central Bank updated the rules for businesses and individuals to open digital ruble accounts.
