Bank of Russia Proposes 1% Capital Cap on Covered Crypto Exposure

The Bank of Russia has proposed a 1% capital cap on covered crypto and foreign digital instrument exposure, measured against a bank's own funds or a banking group's consolidated capital. According to NS3.AI, non-liable client custody positions would be excluded from the two ratios but assigned a 50% risk weight, while own-account exposure and liable custody positions would receive a 1,250% risk weight. The draft is scheduled for publication in the fourth quarter of 2026, with the requirements taking effect 10 days later.
