Brazil Central Bank to Bar Stablecoins in Regulated FX Settlement From Oct. 1

Brazil's central bank will prohibit virtual assets, including stablecoins, from being used to settle the leg between regulated foreign-exchange providers and overseas counterparties from Oct. 1 under Resolution 561. According to NS3.AI, individual international transfers using virtual assets will still be allowed, but the restriction could add FX, banking, and correspondent costs to aggregated payment flows. Brazil's tax authority recorded R$1.13 trillion in declared stablecoin transactions from August 2019 through December 2025.
