Trading sentiment around the CLARITY Act has turned bearish, with the odds of the bill becoming law this year falling to a record low. According to Odaily, market expectations for passage had reached 82% earlier this year before declining as negotiations stalled.
The main obstacles include deadlock over ethics provisions, opposition from banking lobby groups to provisions related to interest-bearing stablecoins, and a crowded congressional calendar ahead of the midterm elections that has narrowed the window for debate and a vote. While leading industry companies broadly support the comprehensive digital asset regulatory bill, traders said the disagreements are unlikely to be resolved soon and that the bill is unlikely to complete the legislative process and take effect in 2026.
