On November 3, as voting continued in the U.S. midterm elections, U.S. President Donald Trump said he might use presidential vetoes if Democrats made gains and won control of Congress. According to Odaily, Trump said in an interview that repeated vetoes over several months could lead Democrats to seek a bipartisan agreement. Trump also said he might expand his use of executive power if Democrats tried to limit his authority through Congress. He said he had campaigned for Republican candidates across the country in recent weeks and argued that his efforts had made the races more competitive after the possibility of a Democratic “blue wave.”

Matthew Sigel, VanEck’s head of digital asset research, said total stablecoin supply fell by $11.5 billion over 30 days to $291.2 billion. According to ChainCatcher, Tether and Circle accounted for about three-quarters of the decline.

With voting underway in the US midterm elections and control of Congress at stake, Maylea Ma, deputy general counsel at 1inch, expects federal agencies to lead the next phase of crypto regulation. According to Cointelegraph, Ma said the US Securities and Exchange Commission, Commodity Futures Trading Commission and Treasury are more likely than Congress to produce “real movement” in digital-asset regulation over the next few years. The election could also affect the future of the stalled CLARITY Act, but Ma said agencies are increasingly engaging with crypto projects. She added that this activity does not offer the stability the industry sought through legislation, saying the long-term goal remains a statute that cannot be reversed whenever the government changes. Michael Ho, co-founder of D3, the team behind Doma Protocol, said the stalled market structure bill leaves US crypto policy dependent on agency guidance that a future administration could reverse, keeping institutional capital waiting. Ho said clear rules enacted into law would bring institutional investment into tokenized real-world assets. In August, the SEC proposed a crypto fundraising framework that included exemptions for certain token offerings and a safe harbor from treatment as investment contracts. In September, the agency updated staff guidance on token buybacks, crypto networks and staking receipt tokens. The CFTC submitted a crypto market regulatory plan for White House review on Sept. 17, two days after the Senate failed to advance the CLARITY Act.

Morgan Stanley said it is among the first banks to tokenize real-world assets through the Depository Trust & Clearing Corporation’s (DTCC) Tokenized Services (DTS), converting U.S. stocks and Treasury securities into tokenized form. According to Odaily, DTS launched on October 28 and enables tokenized representations backed by securities held in custody by the Depository Trust Company (DTC), with the stated goal of improving liquidity, collateral liquidity and capital efficiency.

Lighter reported $72.9 billion in total October trading volume across its core platform and Robinhood Chain, alongside $4.09 million in fee revenue. According to Odaily, Lighter officials posted the figures in an operating report on X. The core platform recorded $53.8 billion in trading volume, while Robinhood Chain recorded $19.1 billion. Open interest totaled $1.41 billion at the end of October, including $1.03 billion on the core platform and $376 million on Robinhood Chain. Fees totaled $4.09 million, with $3.01 million from the core platform and $1.08 million from Robinhood Chain after Robinhood’s share was deducted. Lighter plans to apply to the U.S. Commodity Futures Trading Commission in November for designated contract market status and to complete registration as a derivatives clearing organization. The company expects to launch traditional options products by the end of the year.

OpenAI and Anthropic will establish dedicated war rooms for the first time to help ensure their platforms provide accurate information during the U.S. midterm elections. According to ChainCatcher, Semafor reported that Anthropic’s teams have been strengthening election-related safeguards and enforcing platform policies throughout the year; a dedicated team formed ahead of the election will monitor platform misuse and prepare to respond quickly to incidents. Technology companies began setting up election war rooms in 2018, when Meta created one to address the spread of election misinformation. Risks now also include deepfake videos and misinformation spread through AI search tools. Last week, Google’s AI Mode did not answer a question about who won the 2020 U.S. presidential election, and Google said it was working to fix the issue. Unpredictable AI outputs, recent cybersecurity issues, and AI search tools’ tendency to tailor answers to users’ expectations make monitoring and response more difficult. Katie Harbath, Meta’s former head of public policy, said war rooms allow teams to quickly assess and prioritize unexpected problems using established procedures.
