The U.S. Securities and Exchange Commission (SEC) submitted a proposal for crypto broker-dealer rules to the White House for regulatory review on November 3, 2026. According to Odaily, the proposal covers four provisions under the Securities Exchange Act: Rules 15c3-1, 15c3-3, 17a-3 and 17a-4. They concern net capital requirements, customer asset protection, recordkeeping and record retention. No draft or publication timeline has been made public. An SEC staff statement issued in December 2025 provided guidance on some crypto asset custody arrangements but did not amend the rules or establish comprehensive custody standards. Democrats won majorities in both chambers of Congress in the November 3, 2026, midterm elections and are expected to take control when the new Congress begins on January 3, 2027. Congressional Democrats could oversee the proposal through hearings, document requests and funding negotiations. Its adoption will depend on subsequent regulatory proceedings.

European Central Bank President Christine Lagarde told the Yomiuri Shimbun that inflation is likely to remain high in the near future, according to Bloomberg. She said second-round effects so far are no worse than anticipated.

According to ChainCatcher citing Investor’s Business Daily, investors will focus on inflation data and a new round of corporate earnings next week amid market volatility following the U.S. midterm elections. So far, 88% of S&P 500 companies have reported results, with 84% exceeding consensus earnings-per-share estimates. Cisco’s upcoming report will offer an indication of its progress toward its annual target of $7.5 billion in AI infrastructure orders. Investors will also watch CoreWeave’s data center buildout and order backlog. Emerging cloud providers such as CoreWeave have recently faced higher funding costs and pressure related to debt financing.

Candidates favoring stricter artificial intelligence oversight won key congressional races after a $110 million midterm fight, aided by a pro-regulation political funding group backed in part by Anthropic PBC, Bloomberg reported. Americans are increasingly uneasy about the rapidly developing technology.

According to Jin10, ECB President Christine Lagarde said she could not guarantee the ECB would act in December, but developments remained in line with her expectations based on current information, barring a major change. Asked about criticism that the ECB had responded slowly to previous energy shocks through the Russia-Ukraine conflict, Lagarde said the issue was not unique to Europe but faced by everyone. She described the current environment as marked by major uncertainty and unpredictability, a breakdown of the familiar global order, trade and supply-chain disruptions, and excessive focus on security over efficiency, all of which were changing the operating environment for economic participants. She said the ECB had decided to set monetary policy based on data and one meeting at a time.

Cruises are drawing more Gen Z and millennial travelers as higher airfare and hotel costs make all-inclusive vacations more appealing, Bloomberg News travel journalist Brittany Chang said, according to Bloomberg. Cruise lines are courting younger passengers with mega ships, entertainment, adult-only spaces and nostalgia, with some sailings costing as little as about $30 a day.
